Quality Education & Human Capacity Development
Education is the foundation of everything else. We will invest in it like the priority it is — funding, schools, teachers, and skills for a modern economy.
Establish a dedicated Oyo State Education Trust Fund, with 30% of the state budget committed to education, attracting international agency partnerships and diaspora endowments
Rebuild, re-equip, and staff all public schools across the five geopolitical zones — from Oke-Ogun to Ogbomoso
Develop new schools in remote and rapidly growing communities
Build and fully equip at least one Technical College in each of the 33 local government areas
Sustain and expand free, quality education from primary school through technical college level
Reform the curriculum: dedicate at least one quarter of learning hours to practical skills — technology, trades, financial literacy, and entrepreneurship — in all state-owned institutions
Launch a comprehensive adult and workforce upskilling programme covering digital skills, business development, financial management, career transitions, and retirement guidance
Establish scholarship and mentorship programmes linking Oyo students with professionals, in partnership with renowned alumni networks

Accelerated Infrastructure & Urban Renewal
Even development across every zone — with roads, housing, drainage, and real local-government autonomy so communities are not left waiting.
Guarantee even development of infrastructure across all five geopolitical zones — Oke-Ogun, Oyo, Ibarapa, Ibadan, and Ogbomoso
Ensure full and meaningful local government autonomy, so LGA chairmen have both the authority and the funds to address community-level infrastructure without bureaucratic delay
Construct and rehabilitate key road corridors linking rural production zones to market hubs — particularly farm-to-market roads in Ibarapa, Oke-Ogun, and southern Oyo
Develop an affordable housing programme for civil servants, low-income earners, and rural-to-urban migrants, with financing models including rent-to-own schemes
Invest in drainage, flood control, and stormwater management across Ibadan and other flood-prone towns, reducing the annual destruction caused by heavy rains
Develop two new planned satellite towns to ease congestion on Ibadan and create new economic hubs within the state
Expand street lighting and public-space upgrades to all zonal capitals and major market towns

Accessible Healthcare & a Healthy Environment
Quality care within reach of every family — rebuilt hospitals, an upgraded health centre in every ward, insurance for all indigenes, and a cleaner, greener Oyo.
Reconstruct and fully equip all major state hospitals
Upgrade every Primary Healthcare Centre (PHC) in the state to a minimum standard of care
Launch a robust Maternal and Child Health programme
Develop an accessible, affordable State Health Insurance Scheme that covers all indigenes
Establish a Medical Workforce Retention Strategy to keep skilled professionals in Oyo State
Launch a statewide afforestation and urban greening programme, including tree-planting along major roads and in LGA capitals
Build an efficient waste and recycling management system

Commerce, Industry & Tourism
Make Oyo a place to build a business and a destination worth visiting — industrial estates, real SME support, and the heritage and culture that set us apart.
Accelerate the development of industrial estates across the five geopolitical zones
Build and upgrade road and rail links connecting key commercial hubs — Ibadan, Oyo town, Ogbomoso, Saki, and Ibarapa — to cut logistics costs and boost regional trade
Create a dedicated SME Support Fund and Business Development Agency providing grants, low-interest loans, mentoring, and market access for small and medium businesses
Develop a Tourism Master Plan harnessing Oyo’s assets, positioning the state as a premier heritage and eco-tourism destination
Upgrade hotel and hospitality infrastructure, with investor partnerships for purpose-built tourism facilities near key attractions
Launch a Made-in-Oyo brand to promote locally manufactured goods, Aso-Oke textiles, and agricultural produce in national and export markets
Pillar 5
Energy, Power & the Digital Economy
Reliable, cleaner power and a state that works online — from solar mini-grids in rural communities to e-Government that ends needless queues.
Develop a State Energy Transition Plan with a clear target for renewable generation — solar, small hydro, and resources available within Oyo State
Leverage the hydroelectric potential of the Ikere Gorge Dam on the Ogun River to generate and distribute clean power to surrounding communities
Establish solar mini-grids in rural communities and schools without reliable electricity, starting with health centres and educational institutions
Partner with federal agencies, the private sector, and development finance institutions to fund large-scale power infrastructure upgrades
Launch a Digital Economy Initiative: technology hubs providing workspace, training, mentorship, and investor access for young tech entrepreneurs
Develop an e-Government platform to bring public services online — business registration, permits, and social welfare claims — reducing bureaucracy, corruption, and travel costs
Pillar 6
Security & Community Safety
Farmers must work their land, traders must reach their markets, families must sleep without fear. A stronger Amotekun, modern technology, and secured forests.
Strengthen and expand the Amotekun Corps — increasing recruitment, improving training, and ensuring operatives are deployed meaningfully across all 33 LGAs
Invest in modern security technology: digital command and control centres in all five zonal capitals, with communication infrastructure for security personnel
Launch a comprehensive Forest Security Programme, clearing and monitoring forest reserves across Oke-Ogun and Ibarapa that have become hideouts for criminal elements, in collaboration with federal agencies
Support all state-based security agencies — including the Nigeria Police and the Nigeria Security and Civil Defence Corps — with logistics, welfare packages, and operational resources
Pillar 7
Agriculture, Food Security & Rural Prosperity
Feed Oyo, then feed the nation. Modern value chains, input support in every LGA, and the credit and roads that let farming communities prosper.
Launch Operation Feed Oyo: a statewide food-production drive targeting food self-sufficiency and surplus for export
Develop the full agro-allied value chain: processing facilities, cold storage units, and commodity markets in all five geopolitical zones
Revive and modernise existing agricultural assets
Establish a State Agricultural Input Support Programme: subsidised fertilisers, improved seed varieties, pesticides, and farm machinery hire services accessible in every LGA
Create a dedicated Agricultural Credit Fund offering low-interest loans and grants to smallholder farmers and agro-enterprises
Invest in rural roads, markets, and storage infrastructure that directly connect farming communities to commercial centres
Promote climate-smart agriculture, supporting farmers to adapt to changing rainfall with drought-resistant varieties, irrigation, and soil-health programmes
